A man wearing a police uniform with more braid on than Idi Armin did… Was none other than that well known non – police officer Tom Windsor…

Tom  Windsor… A man that has shown just how much he dislikes the police…

Update… The Fed gaffer knew this monkey was going to wear our uniform and advised him not too… He (not surprisingly) ignored the advice and did it anyway…

If Hammond had worn a Marine Corp uniform they would have been hell to pay…

      In a way I think he can be forgiven for dressing up if in fact all the other delegates did so. Had he gone in mufti no one would have known that he was there. I appreciate why you guys do not approve of what he is doing but I don’t think that it is appropriate to be too critical of him for mimicking what all previous HMIs would have done that is to have worn a uniform.

  2. Section 90 of the Police Act 1996 (‘the Act’) provides the legal base for considering this issue and it
    defines the following offences:
    1) Any person who with intent to deceive impersonates a member of a police force or
    special constable, or makes any statement or does any act calculated falsely to
    suggest that he is such a member or constable, shall be guilty of an offence and liable
    on summary conviction to imprisonment for a term not exceeding six months or to a
    fine not exceeding level 5 on the standard scale, or to both.
    2) Any person who, not being a constable, wears any article of police uniform in
    circumstances where it gives him an appearance so nearly resembling that of a
    member of a police force as to be calculated to deceive shall be guilty of an offence
    and liable on summary conviction to a fine not exceeding level 3 on the standard
    scale.
    3) Any person who, not being a member of a police force or special constable, has in his
    possession any article of police uniform shall, unless he proves that he obtained
    possession of that article lawfully and has possession of it for a lawful purpose, be
    guilty of an offence and liable on summary conviction to a fine not exceeding level 1
    on the standard scale.
    4) In this section – “article of police uniform” means any article of uniform or any
    distinctive badge or mark or document of identification usually issued to members of
    police forces or special constables, or anything having the appearance of such an
    article, badge, mark or document
    As can be seen, this section of the Act covers a wide range of offences relevant to clothing that
    closely resembles police uniform. It creates offences for both possession of such an article of
    clothing (Subsection 3), as well as an offence in respect of wearing the apparel (Subsection 2).
    Subsection 1 specifically relates to the intention of an individual to deceive and creates an offence
    in respect of an act or statement made by him/her which is designed to suggest that he/she is a
    member of a police force. Nuff Sed.

  3. Words fail me. This man is despised by the rank and file. Surely he must know this and as such should have shown some respect and declined his invitation. Also would like to know what right he has to wear the uniform, especially one covered in regalia suggesting he has done something worthwhile. TOSSER!!

  4. As he seems to think he is a copper can someone make a complaint to the IPCC about him?
    Does he have a power if arrest? If not surely he is impersonating a police officer? Does he have a duty to act if he sees ( presuming he knows what a crime is) a crime being commited?

    Next who invited him to this, is it an event paid for and organised by the job or is it the Fed? If its the Fed who is getting the boot?

    He has destroyed policing and insulted thousands of officers calling the dumb and fat without a shred of real proof. Why are the Fed not jumping up and down about this? They are doing this big review but still can’t be bothered to actually do what proper coppers want them to do. I and everyone I’ve work with are furious that worm thinks he has the right to wear the uniform. Anyone with computer skills should do some John Terry type picture if The weasel in different dress up outfits.

  6. I would have thought that anyone impersonating a Constable in the current financial situation facing Constables might be better dealt with under the MHA. Is there a picture of him anywhere?

  13. The trouble with you lot is that you have no sense of fun.
    We should encourage the buffoon to wear the uniform on a daily basis. indeed I was very upset when I saw he was sporting a cap with silver braided peak, when I would have expected a Tricorn Hat with Swan’s Feather Plumage. In particular I was very impressed with the silver braid which extended the length of his trousers seam, very smart!!
    Can we now expect that Tom will also don Riding Breeches and Spurs and mounted on a chatger will gallop to his office each day.

    • Colleagues and friends of mine have died in that uniform, having earned the right to wear it. Buffoon or not, there is no way I will encourage that odious lickspittle to wear it.

    I genuinely cannot express how much I detest this man and how offended I feel by his action and complicity in turning the cops into a government dept PLC.

    • I only hate him even more having listened to him spout that it’s not a police uniform, although conceeding it looks a bit like one (!) and that he wears it out of respect even though he realises that his wearing it is ‘controversial’ i.e. every officer in the land who has earned the right to wear it looks at him in his in disgust.

      Basically, “I know you lot don’t like it but I’m going to wear it anyway”.

      Utter, utter stain.

  22. Apparently Ol’ Tom is planning to lay a wreath on behalf of the Police Service at the Cenotaph on Remembrance Sunday. Sir Hugh Orde has suggested it should be done by a senior member of ACPO or a Chief Constable due to Tom’s lack of, er, experience as a Police officer.
    If anyone wants to let Tom know how they feel about his wearing that uniform or wreath laying on Nov 11, why not do so on haveyoursay@hmic.gsi.gov.uk? I’m sure he would appreciate honest comments from those he claims to respect and support.

  23. As a non copper I didn’t know that there was such a thing as a HMIC uniform. Presumably Winsor felt that he had to wear it because it was a formal occasion, and (I assume) it is his uniform of office – in the same way perhaps that a Lord Lieutenant has a pseudo military uniform, and wears it when he is wheeled out to greet the Queen on a visit (although many are ex military anyway, so at least they know how to salute).

    I can’t help thinking that it was ill advised. It is waaay too close to a police uniform for comfort for starters, and as a life long civilian he must surely have known that it would not sit well with those who have earned the right to wear their (very similar) uniform.

    He talks about showing respect, but he can show respect in many ways which do not include wearing a uniform which he would not wear as part of his normal duties. Particularly given that has never worn a uniform in the past. He should have understood that this would have been awkward at best, and just dressed in appropriate civilian attire – no matter what the rules or the uniform relating to his appointment might be.
